Looks different, EVENTHO I got the

 

SAME brush

SAME outer glow

SAME inner glow

SAME Color overlay

well first of all i think i forgot to add that the layer Fill setting (Opacity and Fill are side-to-side in the layer window) well Fill setting must be at 0%  and + your background is totally Black and if its totally black or totally white, you will not see much on that ) take this forum's BG color instead ;)
