Hello i use simple program with name "PhotoScapeSetup" for make banners

 

so my question is any one can give me program with who i can convert image "Size on Disk" because that program make my banner 1-2 Mb

 

or any other easy/effect program like that with who can i make banner and  max "size on disk" to be 50-80k but with effects
