means you dont have a verify program running, or that you didnt change your host file.

Try to change the port, maybe its used by another application, try to forward the port if u have a router.

u wanna get the IP & PORT of a L2 server???

 

1.start Lineage 2 and login till the first window appear where u can choose a server ( dont login to the game, if u can choose a character u are wrong )

 

2. go to ur CMD console ( MSDOS mode ) and type netstat -n -b

 

3. look for the l2.exe and near it u find the loginserver IP and the PORT what u need to configurate in ur set.ini for ur l2walker.
