Mortal strike is not working

Hi, Im using L2jserver rev 7669 . And i have some problem with skill mortal strike. when I use this skill nathing hepens but it have to increase crit 10%. Can someone help me how to fix it?

Pack is preconfig or config???? you can fix it from datapack . but first answer me
