How to create global posting in server?

How to create, so for example, if u write in trade window("+ <mytext blahblahbblah>")

everyone in server see's it no mather where they are... i wanto make it

so it can be possible useing "+" befor text, so it can be seen by everyone

@SupernovaX : there is a line that sais

TRADE= xxxxx

 

xxxx can be either :

Global(all server can read)

Region(only ppl near u)

GM(only Gms can see it)<or something like that

and one more ..cant remember now..
