[help] Adding Effect to item

is there a way to add a affect to a single armor like a hat that only when someone will wear the hat will have that effect when someone is wearing it? (not the enchant effects) here are the effects that i am talking about http://www.maxcheaters.com/forum/index.php?topic=84267.0

I've already tried with those effects but none is working to armors.

i know where to find them the problem is how can i put them in armor or in a skill when someone wear-press it will activate that effect :(
