Anyway Visual Basic 2010 is provided free from Microsoft.All you need to have is a hotmail/windowslive account.

Go to www.microsoft.com/express and download the Visual Basic Express Edition 2010 or 2008, install the IDE go to Help->Register Product and click the button that says "Obtain a registration key online" log in with your windowslive/hotmail account fill the form and click submit , it will give you a free serial for activation.

Thats pretty much it.
