Broken manor. Is it possible to fix it?

Situation is that I taken server from one not very good man, who messed up a lot.

I've fixed most of it, but one problem i can't figure out.

 

Serverpack is C6. Ex Oneo team. I beleave it's 1665 revision, but I may be wrong.

 

Problem seems to be with manor manager ID. Manor starts and runs with no problems. Castle lords can edit it however they want.

 

But the managers in towns won't speak with anyone. They show first chat window, and dothing more. Nobody can buy or sell anything.

None of chat options respond. Server gives no errors whatsoever.

 

Any ideas where trouble could be and how to fix it?
