When i open the photoshop says that error:

I've downloaded 5 times and again same error.

I have windows 7.

If can't start again just download  a portable version of Photoshop.

I think when you have the problem it says. blah blah blah C:/Program Files/Adobe/Adobe Photoshop/one of the files/MSVCP80.dll have problem blah blah.

 

If not search again in Google.
