2 i want to make my own l2 crest

the problem is this..

 

1) i have a file that is in a bigger Size, so what i do is make it smaller whit photoshop (i use the size the l2 says to use to set up the crest) when i go in game and i try to put it , it dosnt work (and i use bit map and 256 colurs and all the regular things) can u anni or some one else tell me what am i doing wrong?
