because it's a high rate I say it's better to begin with 80 cause most of the ppl play high rate for pvp not for level :D

I say usual lvl 1, even if its a high rate, i think ppl can spend 30 minutes to get max lvl instead of gettin a new character max lvl already, people might be able to exploit it example in oly or mutliboxing if they have great pcs...
