[help]Game Server Console Problem

My problems is , my server doesen't shut down or restart , when i give the shut down command or restart, on Game server console i see those lines:

 

GM shutdown countdown is over. restarting NOW!

All ThreadPools are now stoped

GM restart received. Restarting NOW!
