[HELP]SKill enchant?

Hey guys..i need ur help..

 

How can i set my +chance or +power or +cost..in my skills?.

 

Example..i have anchor..i want to make it +30chance Anchor Lvl 13..

 

Can i from database?or what? :/

when you add the skill on your self for level put 130 or 230

and see what happens

most of times 130 is the chance and 230 is the power or cost
