I have a question, can i access on any mysql db with navicat or other programs like that by just know the

IP
Connection Name
User Name
Password

 

but without someone give me privileges?

i think yes...i dont know really coz maybe he have firewall or something that block others..

Connection could be established, but I none gave you Write/Edit rights, then it's just useless.But you just want to connect, then yes it's ok.
