according to me depend by the class that use it,i mean that for a sps is better pow coz for a sps 100% m crit make difference ,using a sh for expample should use magnus coz they make few critical and with magnus increase his % better

Gotta say no big difference, in gracia final POW gives only +2 or 3% more crit chance, so its max like 22/23%,more p.def (i think, don't remember too well) and more HP.Magnus gives more m.atk i think and does not give -20% speed. So i think Magnus - PVE, POW - PVP.

SPS= Magnus

 

Sph= POW OFC

pow with wm +4 wit and sirene for m critics,

 

but i prefer to go for magnus, cause vs mage few resistance and with magnus they can barely dmg you... so depends on situation :p
