Ok i found a great guide about this :]

 

let's start;

 

1) Make New Back-Ground (640x480)

 

2) And put #ffffff and then go filter - texture - grain.

3) And then go filter - artistic - neon glow, and do the follow same as the pic down;

4) Go filter - stylize - glowing edges, do the same as the pic again;

5) The last step go image - adjustments - hue/saturation, and we will put the classic color of matrix. Follow the same as the pic;
