Why on earth would you like haste?

The only way I would use haste on a dagger would be if I used it on a Tank...

Daggers need critical damage to make more damage with skills and their attacks....

Haste is useless for daggers... daggers need only Speed, a good critical chance and HUGE critical power... Haste is useless...

CD is for normal hits in interlude (i test it in many servers)   HASTE hmmm if you dont have full rb you may take haste  but about hp drain plz dont used :-s     IN CONCLUZION if you wanth to ehcant your wepon enchant a CD   if you wanth faster pvp use HASTE say me if im wrong :))
