I think the problem is your OS.

I have win xp black edition and it won't run as well.

why the filename is l2pbx?? someone noticed that??? look in the picture he uploaded, i think u donwnloaded troyan file maybe! try to choose "compatibility" for l2phx.exe, choose "winxp" compatibility and it should work
