Hello again. After i reinstalled my windows i still had the problem. Today i found in google SDFix

 

Ran in safe mode and scanned. It found a hidden object uitincby.dll in [C:\WINDOWS\system32\uitincby.dll]

in Start > Run i can "run" the file but my system search and other antiviruses cannot find it. Tried also  del C:\WINDOWS\system32\uitincby.dll and it said there was not such file in the system o.O. I can't see it, Other softwares can't see it but it's there.

 

FIX METHOD:

 

Open a folder, click Tools, then Folder Settings, then uncheck Hide Protected Operating System Files. Then i saw the DLL file and deleted it with Unlocker. (it said it will delete the file after next reboot) Reboot the system and the file is gone. Now i can access these websites. Thanks for your help here :)
