Help Unavailable Skill

[Banshee Garnet]

So hello guys, i noticed i weird thing in my client , skills of tyrant are unavailable, on clean system (only system) is ok but in my edited not, i tried to put clean skillgrp/name-classic , did not solve the issue so which file is responsible for this "skill unavailability" cause i am sure there is something else, also not an interface thing.. i tried to replace interface and so on.. nothing changed it

And btw the skills can be casted even if red, is not server issue as with clean system as i reffered before everything is fine
