Allow russia to chat throught _en system

Hello,
i would like to ask, if there is any way how to let russians write into chat even with system_en.

Because now if they run game throught system_en they are not allowed to wrte in cyrillic. 

Does someone have this problem and know how to solve that without making separate system with ru localization ?
