Iam trying to edit htmls that located at text folder ..

BuT I can't decrypt them ,

Any one can help me ?

You can edit L2 html's with L2FileEdit or - if You want to use external html editor, You can dec those files with enc-111. Simple as that.
Use l2encdec.exe OR l2decrypt.exe.
