Some Guidance Needed With Quest Repairing

Hello everyone, im semi-newbie in l2serv creation. Sometimes i just want to remember "old past days" when the grass was greener =)
I'm using L2j-server compilation (ver.9641 - maybe old but doesn't matter) Hi5 one. So, the atmosphere was ruined till start when i found a non-working quest for lvl 2 character. 
Are there some tutorials or general rules how to make it work? Or its an individual situation for every serv-compilation? btw at Gameserver start process there are 0 errors loading Quests. 
Im 0 at java, even so, i tried to find out what to do. + Im sure this isn't last broken Q for this serv.

Symptoms: Line >Say u will help< gives nothing. literally, 0 windows appears.
Symptoms after some research: I cant understand, if it's bypass handler incorrect work (but some other quests worked, so... + in case of missed html i would recieve "file missing! error window" (tested it)). 
Thats the point idk what to blame.
In quest body ("DeliveryGoods" attached as txt due to forum restrictions), as i can assume, We could get to  State.CREATED case and recieving 30041-01.htm. Event (quest started, right?) triggers another page 30041-02.htm
I also attached 30041-01.htm to approve that bypass is here, and body of bypass QuestLink handler. All my ideas failed. And symptomatics still the same. 
P.S.: For example "Letters of Love" q works well. I tried to find out whats the difference, mostly they are the same (also attached as txt)
