Help L2Encdec

Hello... Im trying to import some pictures to my NPCs but not by calling them with java..

I have the .utx files but i dont get to understand how l2encdec works... I downloaded some l2encdec folder but when i try to run any app in there a cmd line opens and closes instantly...

Any help would be very good..
