I stuck here, any help?!!??!?!?!?!

you make server localhost or with your ip?
if you open the server with your ip maybe your ports are not open.

All ports are open and I have try with 127.0.0.1 , 192.168.1.2 , localhost , and Internet IP

 

The problem I think is the pack and I have try to install this pack on other PC and I got this error again..

 

Any help ?

try to put everywhere the localhost ip like this

GameserverPort = 7777

# Configure your external ip
ExternalHostname = 127.0.0.1

# Configure your internal ip
InternalHostname = 127.0.0.1

# Bunch ID and game server. It is better not to change.
LoginPort = 9014
LoginHost = 127.0.0.1

and change your l2.ini ofc to localhost ip and try again if you have again error tell me

try  to run registergameserver and clean and then select your server and replace the old hexid with the new one in the gameserver config
