make a normal panorama photo and turn it into 360 degree panoramic planet effect with photoshop on PC. It's easy.

1. Open Panorama pic in Photoshop

2. Image –> Image Size |  change the width same as the height. It will change your photo into one square box. uncheck the constraint box.

3. Image –> Rotate Canvas –> 180 degrees.

4. Filter –> Distort –> Polar Coordinates | Press Enter.

Fisheye is the name of this effect.

There are lens for DSLRs which can give you this effect. Probably this photo have been taken with those lens.

 

In the other hand, if this is an applied effect, you can create such image in Photoshop.

Open the image

Filter > Distort > Spherize

 

Now, if you don't want to use Photoshop, there are plenty applications in Google Play Store to download.

 

If you have Windows phone or iPhone, I have no idea.
