How can other admins open and close the server?

they can close it but they cant open it again from other pc...only from the hosting pc...

IF i ceate a Lan with another that is neightbour it can open it?

if you trust the other admin you can give him rights to access your server.you can also try www.teamspeak.com but i dont suggest it unless you fully trust him to manage your entire machine.
