You can create very good servers with aCis and L2JMobius. Take the source, use it as a canvas to create your own server, stamp on it your own ideas and beliefs. Stop chasing private packs that are not even available as source. Besides if you peek inside a lot of them, you will see that for the money they charge, they arent that greater than the open source alternatives. 90% of the server is the staff and 10% is the pack never forget that. -

I only spoke with him few times, so no clue. Regarding projects, as any, you can fork sources you like, and do whatever you want with. That can include profesionnal paid development, or adding customs on your own. And for few, rename everything, add customs and say it's better than the original. Only Lucera is limited due to their plugin system and non-accessible sources (at least from what I know about that pack). With AI, the idea is now terrible (since now everything is reachable), but well. So yes, you can start with let's say aCis (which only focus on retailness/vanilla) and then build, let's say, a faction server, an event bound server... You can create new scripts, rework pathfind, edit classes or whatever you want. 99% of projects got their sources accessible. -
