How to allow flying form in all maps?

 

I've noticed that when you transform in a flying form in an allowed flying area (Gracia Area) and when you try to transport in a certain area (flying form not allowed) your character were stuck up unless teleported by the GM back again to an area where flying form is allowed.

 

Can anyone give hint how to address this problem? Thank you. ^^,
