[Suggestion]Rule about topic tittles at Dev Help

Its mainly for greeks but it can be adapted for the Eng sections too.

The idea is to make a new rule in order to know about the content at every topic : I think that everyone is bored on looking such tittles:[gr] plirono oso oso pm,Helpppp anakgh plzz,problimataki:),problima megalo.[gr]

The prefixes could be such as [ERROR],[HELP]

Topics that wont stand the rule gonna get locked with a link to the rules of the section.
