[Animation] Urgent Help!

Does anybody here know how this animation can be done? This one, is in flash, but it might be easy enough to be made on ae/c4d.

Well, problem is not what program he used. It is flash yeah, but I need somebody who knows how to do such animation either in flash or animated gif file....
