If that's a cs 1.6 server then you have made a mistake with server's installation or you didn't use the correct tools.In order to make a new cs 1.6 server you must use, as far as i know, Counter Strike-Server creator tool.

He has the team fortress classic in his server pack that's why. (he has to remove it,cause you cant rename the game name)
