I think that a system like ebay with positive and negative feedback it's perfect.

Still,full reviews would be safer.

because if someone want to scam he will always find a way to scam , soon or later.

I can suggest you to give to scammers like a 'Scammer" reward on his profile

so after he scammed once he will not able to scam again because not one will trust him,

and also you can have a list with scammers or a group with scammer or to give -3rep .

there are many ways to inform the forums members who is scammer and who it isn't .

and also for the trusted members in sales and trades you could give me a "Trusted' reward or something else.

I think this is somehow related to the "Thumb Up" system I've suggested in the past but it would need an edit to work like the way you suggest.
