how to do that when casting a buff was animation buff??

Please help with a script buffer. I need to do that when casting a buff on the character animation itself was visible overlay. 'll Show how to look like script buffer. buffer I myself do, but how to buff with animation? Help would be grateful, or can anyone have such a let down buffer plz
