so as it was working before .......thats mean that probably you change smth....do you remember if you change smth in your settings??/or anywhere else??

You mean you cant learn skills while you use command // ??? If you cant use that you can go in other way //admin-->set-->(then you will go in other screen but you will presh "back" )--->you will see your nickname and then you click on it--->skills--->target yourself and presh give all skills. (that's for you as you are admin) For players just use autolearn skills in your config gameserver. *If i understand your question that will help you.
