all 3 npc's dont work. + all npc worked for gm chars. in init_.py no strings about buff only GM characters

gatekeeper\gm shop work perfect. i think what problem not in config (i try 4 buffers and all buff only gm char, normal char can not targeted npc)

hi guys! I have a trouble when use this server-pack. I install 3 buffers, they work, but only for GM's. When i try buff not gm char i can not target this NPC. Help me please!
