Server is L2 OFF and its opening tomorrow..They expect a huge online population and yes its a BR srv but with much competition..We dont know the exact time we just know that it opens tomorrow 7/09/12 and we guess that it will open after 18:00 GMT +2 but nothing is sure yet..
