    from skills xml of course.Check the xml in gameserver\data\stats\skills and change the duration.

    lol go www.counter-strike-dl.com and download one weap.The files that have .mdl are models and go the models folder in Counter-Strike\cstrike\ .Some weaps have also custom sounds.This should go in sounds\weapons\ in your Counter-Strike\cstrike\ folder
