How to create a music website/blog [?] :/

Hello,

 

I want to make a website from free hosting site or with custom html codes... for music videos.

 

I want for example to share  a video as an administrator from youtube or uploading... and members could comment & press "I like this" or a custom button!

 

Find me some guides or tell me how ;/
