[HELP] Phantom Ranger

Hello ppl.

I just wanna ask how a Phantom Ranger can have 1k atack speed with the skill Dead Eye ON. There are no custom items like tattos or  buffs from kamael. There are just the EPIC Jewels and the normal things of an epilogue server.

 

There server where I'm playing is this http://www.maxcheaters.com/forum/index.php?topic=150671.msg1103068#msg1103068, on the faction server. Which are Java.

 

Thanks and hope someone could help me. Someone said me that's a little trick.
