eror 1723 help

sorru if am in rong place for this post.. if anyone now somthing about this eror please help.. i cant instal even unistal java  and always have this eror 1723 and that a dll is missing

for now am in a web and not in my home where i have this eror on my pc but thats the problem.. i search on google about this and i try to use some help somone said that i dont have the latest windows instaler i download the right for my windows (profesional x64)  but steal nothing..  i will post a photo when am in home
