wipe skills

hi everyone. Can some1 tell me how if its possible to Wipe all skills from the server? i mean the + of the skills

cause a have a friend that is the owner of a server the server had like 180 ppl and he thought that to balance the server whould be nice if he increase the enchant rate of skills, so ppl had skills +30 and then he real eyes that he ruin all the server coz duelits and daggers made a big dmg and mages were OP.

He was thinking on make a full wipe of the server (start all from 0), but is there any way to wipe only skills? can some1 tell me pls?

the server is Gracia Final (ct2.3)
