i was wondering if there is a program like hlapex or something where you can make copies of already existing items?

 

like mats, weapons, or whatever.

No, there isn't. No, there'll never be.

Cloning items? There were an ancient exploit to do that cloning a char, but eh, patched everywhere.

Try using search and you may find it, maybe.
