In the windows bar, i pain with red one program "C4 VISI.." what is this? what program is?

I play in L2 Gold, and is very difficutl to hack this server, is c4, cause i like c4 servers, but no hacks on:S.

Any help me? , What is this? Any can serch for me?, i never see this.
