[Help] delevel NPC (Rebirth system)

Guys i have do topic i found many example for my custom NPC but i have problem:        like a Rebirth system :-X

1)I need NPC delevel 1 lvl+item(like book item) my char, if char 80 lvl

2)And char can do it just 3 time not more of 3 times,NPC will not speak with char if he have doing this quest 3 times.
