[HELP] can my ping be fixed ?

hi all , im playin CS 1.6 / warcraft online sometimes , but i've got a bad conection and i don't feel it in these games , except l2 , when i log in my char makes 5 sec to move in every server :S , well i've got a really bad conection (the best one in this stupid country but its really bad) 1 mega and they give us 800 Kilos (and it goes to 70kilo the night) is there something to change my ping in l2 or to makes it better ? at least reduce the delay to 4 sec , thx for answer ^^
