As far as I know it's down. I don't know for how much.. Maybe for ever, maybe for some days, hours or w/e.

They got an e-mail for NCsoft for having an illegal l2 private server so now they close it till they know if its actually from NCsoft or from some guy who wants to close mgn.I saw that here dunno if its true tho
