Oly Problem ct 2.3

Hello Guys. I am having a weird problem with Olympiad on my server.

It starts but when players join it doesnt tp them it sats only You will teleported in 120 seconds and then nothing.

THis is my Config file i dont think there is a mistake here.

Commodus i've downloaded a new pack but i still have the same problem :S

Any solution?
