[Help_please] Xp cutoff

Let me introduce you my problem.

 

I want to make a special mob that gives a lot of xp to all players (from lvl 1 till 85), but if I set the mob lvl to low it wont give any xp to high lvl players, if I set it to high players will miss and there will be xp cutoof as well...  :-\

 

I tryed to edit cutoff in altsettings.proprieties and others.proprieties...

I really searched this a lot but seems people have no trouble with this.

 

I'll be glad and thankfull if someone help.  ::)

change the mobs lvl to 61 maybe this will help
