It's been asked for many times and you'll always get the same response...

 

Unless you do it yourself or are part of a private developer community, the skills you find (usually shared up by astyle and others) are absolute garbage. And I don't say that to be mean, but it's the truth. They're mostly horribly done and lacking any research.

 

Also with gracia final now out, a LOT of them will have to be redone once NCSoft updates it's client with proper info (there's a lot of bad typos from the translation team so things aren't 100% clear).

Wait a few weeks. NCSoft still needs to update their client and fix a LOT of typos. So we don't know if what the client says is true, or if what the server is doing is true (some skills say they raise one stat, but really they raise a different one).

 

But go to l2guru. Good site for info and Diego Vargas is always posting new information on stuff along with other retail players.
